At an Extraordinary Summit in Lisbon in March 2000, the European heads of state and government adopted a programme to make the EU the most competitive and dynamic knowledge-based economic area in the world within ten years, i.e. by 2010. In 2010, they reaffirmed this goal with the “Europe 2020” programme. But the balance is sobering, Günther H. Oettinger sums up.
